radial arm saw help, delta ras-12, 3 phase, how to setup braking

I have a delta ras-12, i have a 3 phase static converter, i would like to use it to get it running for free, but the magnetic switch type system does not seem to work, I got.it to start a few times using the magnetic switch starter system (not sure what it's called) but it doesn't seem to work right... if I wire converter to motor, it runs fine but takes forever to coast down, like 30-60 seconds. I would like to just have it setup with converter for little cost, but I want it to slow down much faster then that.

My other option Is to get a vfd, and that what cover converter and braking all in one, but cost is 160 or so for a teco fm50 is that the best way to go or is there anyway to get setup 1 running for very little money?
